Read + reset (stuck, exhausted): constraint segments
[Cdt::recover_segment] gave up on since the last call, each of which made
build_from return None so the caller ear-clipped. stuck is the “no
flippable crossing edge” exit (crossing constraints, a duplicate vertex the
segment names); exhausted is the 100 000-flip guard. Process-global
relaxed atomics, like crate::take_bool2d_stats: a stale read under
concurrency mis-reports a diagnostic count, never geometry.
