Sample every resolvable alignment in source order. Failed axes are reported; no identity-placement or implicit-metre fallback is permitted. When bounds coarsen spacing both endpoints remain; exhausted total budgets omit later axes with explicit diagnostics. The cap applies to emitted samples, not IFC parsing memory (which is bounded by input size and canonical refwalk guards).
